Are your headlights fogging up and is there moisture inside? Or do you just want to prevent moisture in your headlights? Silica gel bags are designed to absorb water/moisture and are also used by OEM manufacturers and retrofitters to prevent or fix moisture problems in headlights.
How many? 2 per headlight (1 set contains 4 packs).
Where? You guessed it right, inside the headlight. For example 1 pack on the bottom and 1 pack on the back of the cap that can be opened to replace the bulb.
How? It isn't really important, you just don't want them to move in the headlight. So secure them with some double-sided tape or a tie wrap around the middle to a fixed part.
